Basically this statement says what a lot of tenants are feeling about The Winton Manor.
I reside at the Winton Manor formerly known as The Carter Manor and have resided here for more than 13 years. Sure they have rehabbed the building cosmetically by doing spot repairs and adding a few face plates here and their building is not what it seems. On many days you can go in various public areas and see human secretions in public areas that are also exposed to kids, you will see trash in the stairwells, sometimes in the elevators and in front of tenants units.
If you lived here you will experience children running up and down the halls sometimes hitting on tenants doors and running, tenants playing loud sometimes vulgar music, televisions sometimes are played loud as well as it seems so many tenants have surround sound speakers attached to the televisions.
People have guest who entertain their guest in a tenants unit when the tenant is not home. Some people entertain their guest in the hallways. Many rules are not enforced at this building and the building is not secure – mostly everything printed in The Plain Dealer was a lie, the plain dealer was called and it was requested that a follow-up be done and they refused flat-out. I also noticed that many articles that printed on this building have been censored.
The building has bugs like Ive never seen before, it has been my experience that the management company alters the truth to get move ins and give you hell when trying to get things resolved.
It’s a lot of drama in the building and although the name has changed as did the appearance of the building but it is just as it was when it was the Carter Manor..NOTHING HAS CHANGED! Most of the promises they claimed in the paper were not honored like a computer room, a store, doctors in the building etc.
We have security on site but they only check IDs and that’s it, you can do as yo please and the guards only write complaints and then it’s finished. Management really doesn’t enforce rules or deal with complaints unless you owe them money or unless they want you out.
The building is a joke as are its rules.
We have so many false fire alarms that people often times do not even want to leave their apartments, they have no real evacuation plan or safety alternatives for people who are in wheel chairs – it’s really sad, it was said that we would have new elevators because the old ones would break down a lot – guess what??? we never got the elevators although they did put paneling on the elevator walls to give it a new look but the elevators are not new – money was not spent the way it was printed in the plain dealer or how it was promised to tenants.
People really need to talk about whats really happening in their buildings even if given anonymously.
People have a right to know what they are getting into.
They do not do thorough checks on people because what I have seen it’s like they let anybody in the building.
Sadly, its still like that to this day. This was posted in a forum YEARS ago..and the feelings are in fact mutual except I’m not exactly living here. The fire alarm is going off now but I doubt there’s a fire so I stay where I’m at until the security guard down at the desk gets on the intercom and say there is one. Other than that he’ll usually say “false alarm, all residents please go back to your rooms” but in reality, no one really leaves.
They have YET to make a way for those in wheelchairs or any other type of disability to make it downstairs if there is a fatal fire. The only source is in fact to use the elevators although the fire alarm says don’t use the elevators. They’re risking their lives every day when it goes off because what if there really is a fire and they have no choice but to use the elevators and something happen to them? They shouldn’t have turned this building into a senior/disabled apartment complex because it wasn’t suited for them.
I’m not disabled or anything but before they changed it this place to for Seniors and the disabled, it was for everyone. So there are still people here before they changed it. I just feel sorry for the people who live here and hope something changes.
As for the elevators mentioned in his statement, they were never changed. Earlier this year they took out the tiling and threw down carpet. Well someone urinated in the elevator and they have yet to clean that out. Why they went from tiling to carpet I’ll never know. But I guess since people don’t know how to take care of where they lay their heads and most of the people in this building are in fact nasty, they just left it there. Says a lot about their character though. I mean in the area where they have their parties and other meetings, someone stole the flat screen out of there. How they got away with it when there were “camera’s” I’ll never know but from the looks of things, people don’t care about anything but themselves. I hope things change!

I have seen some improvement this year. The bedbug situation is under control, in fact, the bugs are out completely in my area so far. I so see quite a number or young people. at first, they were hanging out in the halls, or in front of the building, in the hallways ect. Now, it seems to be getting under control. There is also improvement in the community room. Meeting are more quiet and organize. It do lack volunteers to step forward and organize better entertainments and such. I have been here for 3 years and this years is the first time I have seen slight improvement. As for the first alarm, well we still get’s them but less and less rather than the friday saturday time. There is hope yet.
I just moved to the area and really enjoy living here. I used Cleveland Apartments Downtown to find a place to live.
The site was well set up with a lot of information about the properties.
So it made it very easy to browse through and pick something out.
I’m quite pleased with my decision and love my new place.
yea, I’ve been living here for maybe a year now, and I’ve noticed that this building has a little prostitution rally going on. These young girls in the building are having sex with these men in the building for money. I see it happen almost everyday.
Really? Where are you when they’re around? In the lobby? The stairway? What? You probably spend a lot less time in your own apartment.
Infested with bed bugs! Smh!
